To The Hon'ble the General Assembly of the State of North Carolina
Whereas your Petitioners are informed that the Commissioners, to wit, Messers Stephen Cobb, Joseph Pipkin and Needham Whitfield appointed by the General Assembly for the purpose of fixing on the most convenant place nearest the Center of the County of Wayne, to erect the Public buildings on did agree that the same Should be at the plantation whereon Mr John Sasser, lately deceased, which give Satisfaction to your petitions, and the County in general your petitioners are also well assured that two of the said Commissioners, to wit, Mr. Pipkin, and Mr. Whitfield have taken the burthen of the Said appointment, and without the knowledge of the other
Commissioner, to wit, Mr. Cobb, and have agreed to and appointed that the said buildings shall be erected at a place called West Point on Neuse River, and have taken a deed of Conveyance from Doc. Bass for three acres land for that purpose, which place your petitioners humbly Conceive to be inconvenant and burthensome to the Inhabitants of our said County in general, and far distant from the Center of our said County, which is contrary to directions in the Act of Assembly under which they were appointed, your petitioners therefore humbly beg that the general Assembly will take the said grevance's into Consideration and direct and appoint some person or persons to survey and run the lines of our said County in order to find the Center thereof and make provision that the Court house and other Public buildings be erected at the Center, on the nearest convenat place thereto, or other wise as you in your wisdom may think most convenant to the Inhabitants in the said County, all which your petitioners humbly submit to your Consideration, and as in duty bound will ever pray

weren't that many folks in Wayne County at the time and this seems
to represent the majority, the area in question was on the Neuse River
bank, where business was done back then.
